THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.
This position is located at the Supervisor of Shipbuilding, Conversion and Repair (SUPSHIP) detachment, at the Dakota Creek Industries shipyard, in Anacortes, Washington! . This position is that of a Quality Assurance Specialist (SHI! PS), providing comprehensive coordination of quality oversight pertaining to new construction, warranty, modification and update work subsequent to ship's delivery, undertaken at the main shipbuilding facility, or at other remote locations as may be deemed appropriate by the program customer.

You must obtain and maintain a SECRET security clearance. DUTIES:
As a Quality Assurance Specialist (Ships) your duties may include, but are not limited to:
- Serve as the SUPSHIP Bath primary government quality representative for their designated areas of expertise, throughtout the term of the construction program.
- Coordinate assets and support required and! conducts indoctrination of additional assets as made available.
- Execute oversight of all aspects of the contractor's quality assurance effort, regardless of location.
- Prepare and execute surveillance plans and establishes the sampling criteria for the fabrication, installation, activation, testing and trials of numerous shipboard systems.

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade, (GS-11) in the Federal service o! r equivalent experience in the private or public conducting quality ass! urance program oversight pertaining to construction, warranty or modification work in support of shipÂ's building or delivery .
Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of qualifying experience include:
- Developing and implementing surveillance inspections, schedules, and audit plans;
- Interfacing with technical or management teams on issues relating to contracted work projects, audits, or acquisition projects;
- C onducting shipboard surveillance of work performed by contractors;
- I dentifying workmanship flaws or discrepancies and recommend corrective actions;
- E valuating quality inspection processes to determine program effectiveness and efficiency;
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Quality Assurance (category H) Career Field and be certified at Level II at the time of application. REQUIREMENTS:
Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
