The IT Services organization is responsible for ongoing support and maintenance of the infrastructure and applications which support these institutions, along with the implementation of new services and applications that are used to support and further the mission of patient care, research and teaching.

UW Medicine IT Services is looking for an outstanding IT PROJECT MANAGER to join our team! Under the general guidance of the Interim Director of PMO & QA, the Information Technology Project Manager will contribute to the successful implementation and support of enterprise application systems that support and further the mission of patient care, research and teaching. The IT project manager will work closely with users and other project team members analyzing business processes and data, developing user requirements and functional specifications, plan and direct conf! iguration and functional testing, and support the business dep! artments to implement associated applications.

As project manager, key responsibilities include defining and managing project charter, plan and budget; identifying, securing and developing team members; managing vendor performance and contracts; identifying and managing project issues and risks; ensuring quality project deliverables and outcomes; and managing stakeholder participation and ownership of the project. This position is also responsible for applying UW Medicine IT Services project methodologies and standards as defined.

Project management functions will be performed in partnership with medical center business partners, internal IT Services, other UW departments, and assist in reports for other UW and state agencies as needed. Working relationships must be established and productively maintained with department managers and senior department leaders in key customer groups at UW Medicine.

The PMO & QA group of IT Services has the responsi! bility to ensure that best practice business processes and disciplines are in place, and are followed, with respect to all aspects of operations and projects. As one aspect of its mission, the PMO & QA group will provide IT project managers to other teams and projects within IT Services, to improve performance, organization and accountability within projects.

Position Complexities:
The IT Services systems environment is a complex mixture of production and non production environments supporting multiple applications. The Information Technology Project Manager needs to gain a solid understanding of the function of all these components and how they interface with the end users.

This position needs to understand the dependencies on University of Washington and IT Services computing infrastructure. This includes network, security and datacenter configuration of a very large computing environment.

The UW Medicine application infrastructure is! a highly complex set of applications performing significant functions ! for medical practitioners and support personnel. This position needs to know how these applications are interfaced and the impact of such interfaces.

The Information Technology Project Manager needs to understand best practices and processes of support activities to ensure a smooth transition to operations and to limit the impact to end users. Estimation of level of effort, a key task, is based on this understanding.

UW Medicine relies on enterprise wide technological solutions and electronic information to enable the quickest and most reliable health care for its customers. These systems must be available on a 24 x 7 basis in order to allow Physicians and Nursing staff access to vital patient information. If the systems are not available, the potential for lost revenue and patient life is very real. Not only is the availability of the information but also the security of the information of the highes! t priority.

The primary responsibilities of the IT PROJECT MANAGER will include:

Perform project management processes necessary for successful delivery of information technology projects. This includes the initiation, planning, executing, monitoring / controlling and closing of the project. It is expected that this position would involve doing the project management for 1-4 significant projects at any given time. Examples include:

Follow project management methodologies defined b! y the IT Services project management office, and as required by executi! ve leadership. Follow IT Services standards, policies, and procedures to manage all components of projects throughout project lifecycle. Ensure time tracking compliance and accuracy for projects by team members.

Communcate effectively. Manage productive customer relationships. Report project status on a routine basis using standard templates.

Communicate project activities to busienss owners/sponsors, IT Services leadership, project stakeholders, and team members as appropriate.
Communicate and escalate critical issues to project sponsorship/ITS leadership.

Establish a project structure for effective risk/issue resolution and decision making.

Deliver projects on time, within budget, at acceptable levels of quality to ensure customer satisfaction. Hold project team members accountable to complete their work and deliverables per project schedule. Provide detailed performance feedback to project team members and supervisors.

Con! triute to PMO and QA stardards and other Quality Management process improvement effort. Promote IT Services standards and project management disciplines to team members and stakeholders.

Maintain a high working knowledge of current and proposed technologies used within the IT Services systems environment. Participate in continuous improvement exercises as defined within IT Services and/or UW Medicine.

Define and maintain high quality documentation. Examples include: project charter, project plan, project budget, requirements and design documentation, issues/risks list and mitigation plan, team meeting minutes, and communication plan. Manage the development of implementation plan, support plan, and backout/contingency plan.

Manage and prioritize issues with vendors. Escalate as necessary. Manage vendor execution and deliveries.

Other duties as required.

This position will include the regular functional leadership of project staff ! as well as contract staff in the execution of project activities. This ! leadership includes providing direction to project and contract staff as well as serving as the primary escalation point for issues and questions.

This position has no direct administrative supervisory responsibilities, however staff performance input may be solicited by administrative resource managers.

REQUIREMENTS:
Bachelor's Degree in Computer Science, Information Systems, Business Administration, Healthcare, or equivalent experience in healthcare-oriented profession, technology, or business-related field.

2-7+ years of experience managing, planning and executing, and coordinating activities including developing project plans, work breakdown structures, project reporting, in a windows environment required.

Experience with large health care enterprise projects or operations.

Demonstrated ability to lead, facilitate and participate in cross-! functional, cross organizational work groups to implement clinical or business information systems.

Experience defining and documenting user requirements, functional specifications, and data models.

Demonstrated experience in systems analysis and working with complex systems providing critical business functions.

Demonstrated interpersonal skills including communication, facilitation, and effective meeting management, agenda development along with strong verbal and written skills.

Personal รข€" Attention to detail, ability to work with business and technical team-members in a dynamic environment. Ability to work independently and as part of a team.

Demonstrated communication skills and ability to work with personnel of various levels of technical background.

DESIRED:
Experience developing, designing, and implementing health care IT projects as Information Technology Project Manager.

Experience working ! with clinical information system applications (e.g. Cerner, Epic) in an! academic medical center.

Experience negotiating software and hardware contracts and with vendor management practices.

Project management certification (PMP), or demonstrated experience with common project management applications, tools and methodologies.

Condition of Employment:
The technical environment is highly complex and vital to the success of the UW Medicine mission.

Daily response to customer demands within imposed deadlines is required.

UW Medicine IT Services responds on a 24 x 7 basis, to maintain operational performance at 99.99%.

The ability to prioritize and manage time wisely is necessary when responding to questions and conditions immediately.

Requires the ability to efficiently travel to off-site locations to meet time-sensitive customer needs.

Generally work is during daytime hours, but evening and or night time work occasionally is required to support projects, particularl! y during implementation.
