Job Summary: This job is responsible for developing, coordinating, maintain! ing and evaluating an effective clinical quality improvement program for the assigned clinical service line. Responsibilities include facilitating a comprehensive and seamless interdisciplinary continuum of prompt and high quality patient care, addressing/strengthening patient safety and achievement of desired clinical outcomes and ensuring compliance with all regulatory standards and requirements. An incumbent serves as resident expert on clinical quality requirements impacting service line programs/services on a system-wide basis, and is accountable for facilitating measurable improvements in clinical outcomes and lower healthcare delivery costs through the application of clinical data management and project management principles and practices. Work involves the application of clinical data analytical tools in: 1) identifying, collecting, organizing, validating, analyzing and leveraging high volumes of core data; 2) outcomes measurement; 3) risk assessment; 4) best practi! ces research; 6) documenting and implementing quality-related ! improvements; and 7) evaluating desired vs. actual clinical effectiveness of improvement efforts. An incumbent must be able to extract the trends hidden in large volumes of data in order to: 1) analyze gaps in care quality, patient safety, cost-effectiveness and efficiency; 2) develop integrated and coordinated care models; and 3) substantiate effective performance to interested parties. As a key member of the service line operations team, an incumbent participates in long-range planning and in formulating systemic and operational approaches, tactics and policies to facilitate achievement of clinical outcome objectives. Considered technically authoritative, an incumbent is allowed significant autonomy in the approach and methodologies used to achieve desired results and to overcome challenges having potentially far-reaching consequences. Key contacts include FHS/FMG Leadership, physicians and other healthcare providers, for the purpose of influencing or persuading in order ! to promote understanding of clinical data, collaborate and gain acceptance of recommendations, ensure regulatory compliance and achieve overall clinical objectives. Work also involves significant interdisciplinary collaboration with other groups responsible for, or in support of, clinical quality programs. This position requires a high degree of professionalism and an ability to interact with a variety of internal and external entities/individuals to develop productive relationships, significantly increase the visibility/viability clinical quality efforts and to facilitate achievement of program goals that respond to government mandates and organizational/regulatory needs. Job duties require knowledge of the specialized principles and best practices related to clinical outcomes and data management in order to evaluate and make viable recommendations for improving health care delivery system(s) and enhancing service line effectiveness, efficiency and compliance. Performance ! improvement efforts cover a variety of processes, and an incumbent must! be sufficiently knowledgeable to recognize important synergies and opportunities in clinical outcomes, cost containment, patient safety/satisfaction and regulatory compliance.This job exists in multiple service lines, and while there may be minor differences in job content, they are not significant for classification purposes. Overall, the nature of the work and job requirements are consistent between service lines. Essential Duties: Plans, develops and evaluates all aspects of the clinical quality program for the assigned clinical service line; researches/aggregates/analyzes operational/clinical/productivity and other quality indicators/benchmark data to provide senior leadership and healthcare providers with the clinical outcomes measurements necessary to analyze the effectiveness of the patient care continuum, identify/implement process improvement initiatives and ensure regulatory compliance. * Conducts ongoing assessment of service line quality strengths and weaknesse! s to better understand/identify future needs, priorities, requirements and/or challenges.

  • Develops, implements and evaluates standards, policies, procedures, training materials and/or general communications in support of quality systems/programs/processes.
  • Ensures that all clinical and related support activities are fully documented in accordance with the standards and practices of the organization.
  • Develops and presents comprehensive recommendations regarding the viability of specific initiatives/projects; develops and executes methodologies for measuring impact, and/or effectiveness in meeting overall objectives and achieving expected results. Analyzes and assesses clinical data to identify opportunities to improve healthcare delivery and compliance with changing and more stringent regulatory requirements. * Monitors and evaluates progress on key quality objectives and indicators through ongoing data management and analysis; prepares reports! of analyses, findings or recommendations.
  • Plans and executes ! targeted clinical performance improvement initiatives; makes formal presentations to stakeholders; follows up to ensure that recommended changes have been implemented. Serves as the key service line representative with regard to all clinical quality program initiatives, standards, tools and requirements; provides consultative advice and guidance on concepts, opportunities and challenges in order to educate, promote adherence to professional standards/regulatory requirements, and facilitate transition to emerging healthcare best practice models and technologies. * Builds timely and effective cross-functional relationships with physician leadership, physicians and other healthcare providers to interpret/explain clinical data derived from data management/analysis activities; establishes personal credibility sufficient to facilitate trust, understanding and acceptance of recommendations.
  • Consults with other service line clinical outcome program coordinators and staff e! ngaged in clinical effectiveness and quality improvement initiatives; actively participates in various forums to advance ideas to improve service line performance and facilitate acceptance/implementation of new healthcare models in response to changing priorities and legislative/regulatory requirements. Coordinates and/or participates in a variety of performance improvement team projects and initiatives to facilitate achievement of objectives, timelines and deliverables and to ensure results attained are consistent with expectations. * Serves as point-person for internal and external project communications; ensures that project milestones, completion dates, costs, risks, contingencies and other significant matters are communicated on a regular basis to team members and stakeholders; updates committees, groups on project status; develops written reports and communication pieces, including data on outcomes, for leadership and staff.
  • Identifies problematic issues rela! ting to performance improvement projects, determines reasons and action! s taken to resolve, and advises higher level authority; conveys corrective plan of action to interested parties and follows up periodically to determine current status/disposition.Applies accepted clinical data measurement standards, methodologies and tools to the execution of data-based performance improvement activities/initiatives and achievement of quality program objectives.
  • Utilizes recognized methodologies to turn data into information, deriving new data, integrating disparate data and providing reports to decision-makers; develops and implements management tools to display and facilitate understanding of clinical data. Performs related duties as required.
Education: Bachelor's degree in nursing or other healthcare-related discipline. Master's degree in a discipline related to the requirements of the position is desirable. Experience: Five years of related work experience that demonstrates the attainment of the requisite job knowledge/abili! ties, including experience in outcomes measurement, risk assessment, data analysis/reporting and program/project management. License/Certification:
Current licensure as a Registered Nurse by the Washington State Nursing Commission.
Current driver's license valid in the state of Washington or other evidence of equivalent mobility.
