A s one of the Army's most state-of-the-art and technically advanced medical centers, Madigan Army Medical Center, located at Fort Lewis in Tacoma, Washington, is one of only three designated Level Two trauma centers within the U.S. Medical Command. The facility is located on 120 acres of land, and its health care mission is executed by nearly 4,000 staff members, who include hundreds of civilian and military doctors, nurses, resid! ents, interns and fellows. Madigan also boasts a robust intern! al American Red Cross program. There are approximately 200 volunteers who donate thousands of hours of free service monthly. Since its opening in 1944, the center has a full spectrum of specialty and subspecialty services for adult and pediatric patients to including Developmental Pediatrics, Hematology and Oncology, and Radiation Therapy.

On January 1, 2013, Madigan Healthcare System will become a tobacco free campus. This includes all tobacco products and electronic nicotine delivery devices such as "e-cigarettes." As part of this new policy and Madigan's commitment to employees and their health, newly hired staff may take advantage of one free tobacco cessation class.

As a result of sequestration and budget shortfalls, Army is furloughing most of its employees for some amount of time during fiscal year 2013. An employee in this position MAY be subject to furlough. As a Lead Medical Technologist at Madigan Army Medical Center, Pathology Department; you will perform duties such as:

Lead and oversee the work of medical technologists, military and civilian laboratory technicians, and all volunteer medical works within the Core Laboratory. Provide and maintain quality control and quality assurance procedures within the Core Laboratory.

Evaluate and approve the validity of the laboratory procedures being performed.

Develop new procedures and parameters for correlation testing/method validation in order to improve efficiency and effectiveness of the sections procedures.

Provide instruction and/or on-the-job training to new personnel on laboratory proc! edures and methods.

QUALIFICATIONS REQUIRED:
Min! imum Qualifications:
A. Degree : medical technology, chemistry, or biology that included or was supplemented by at least: 16 semester hours of biological science of which one course was in microbiology and one course was in immunology. (NOTE: If there is no mention of immunology or immunobiology in the course title, the requirement for a course in immunology may be met by any course that covers the following topic areas: (1) definition and relationships of antigens and antibodies; (2) host-antigen interactions; (3) bursal and thymic influences on lymphoid cells; and (4) humoral and cellular response mechanisms.) The remaining biology courses must have been in general biology, zoology, or any of the areas listed below under "Evaluation of Education and Experience;" AND 16 semester hours of chemistry of which one course was in organic or biochemistry. The remaining chemistry courses must have been in general chemistry, qualitative analysis, qualitative chemistr! y, quantitative chemistry, physical chemistry, analytical chemistry, or any of the areas listed below under "Evaluation of Education and Experience;" AND 3 semester hours of college mathematics.

OR

B. A full 4-year course of study that included or was supplemented by at least 12 months in a college or hospital-based medical technology program or medical technology school approved by a recognized accrediting organization. The professional medical technology curriculum may have consisted of a 1-year post-baccalaureate certificate program or the last 1 or 2 years of a 4-year program of study culminating in a bachelor's in medical technology.
OR
C. A combination of (1) at least 35 semester hours of biological science, chemistry, and mathematics as described in paragraph A above and (2) additional appropriate education and/or experience totaling 4 years. This combination of education and experience must have provided knowledge of the theories, principle! s, and practices of medical technology equivalent to that provided by t! he full 4-year course of study described in A or B above. All science and mathematics courses must have been acceptable for credit toward meeting the requirements for a science major at an accredited college or university. Acceptable experience is responsible professional or technician experience in a hospital laboratory, health agency, industrial medical laboratory, or pharmaceutical house; or teaching, test development, or medical research program experience that provided an understanding of the methods and techniques applied in performing professional clinical laboratory work. Certification/licensure as a medical technologist (generalist) obtained through written examination by a nationally recognized credentialing agency or State licensing body is a good indication that the quality of experience is acceptable.

Evaluation of Education and Experience: The four major areas of clinical laboratory science are microbiology, clinical chemistry, hematology, and ! immunohematology (blood banking). Qualifying course work in these areas includes bacteriology, mycology, mycobacteriology, tissue culture, virology, parasitology, endocrinology, enzymology, toxicology, urinalysis, coagulation, hemostasis, cell morphology, immunology, serology, immunoserology, immuno-deficiency, hemolysis, histocompatibility, cyto-genetics, and similar disciplines or areas of laboratory practice. Related fields include physiology, anatomy, molecular biology, cell biology, embryology, pathology, genetics, pharmacology, histology, cytology, nuclear medicine, epidemiology, biostatistics, infection control, physics, statistics, and similar areas of science where the work is directly related to the position to be filled.

AND
Specialized Experience: One year of experience in the same or similar work equivalent to at least the next lower level (GS-09) requiring application of the knowledge, skills, and abilities of the position being filled. Can! didates for this position must clearly demonstrate in their resume that! they possess specialized experience which involves performing procedures all areas of the laboratory (microbiology, clinical chemistry, hematology and/or immunohematology (blood banking); correlating abnormal results with corresponding pathology; troubleshooting instruments and equipment for a variety of issues relating to chemical, mechanical, electrical, and/or electronic issues; monitoring quality control procedures; and overseeing the technical aspects of work for laboratory personnel.
OR

Education Substitution: Successful completion of a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, that is directly related to the work of the position.
OR

Combination of Education and Experience: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that! you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas: Skill in managing core laboratory procedures
Skill in providing technical training and instruction
Knowledge of laboratory regulations, methods, and procedures
Skill in leading laboratory personnel in completing work assignments
Skill in administering and monitoring quality control procedures Skill in personnel management in the laboratory Skill in communication with medical personnel

This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 (Condition of employment for certain Civilian positions identified as Critical under the Department of Army Drug-Free Workplace Program) requiring participation in random drug urinalysis testing.

Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position. Position is designated as Inclement Weather Essential.
